
Phase‑I Project of Jiangsu Xuwei Nuclear Heating Plant is China’s first nuclear project mainly designed for steam and heat supply, as well as the world’s first coupling project of pressurized‑water reactor and high‑temperature gas‑cooled reactor.
Adopting main steam from Hualong‑One to heat demineralized water for saturated‑steam generation, the project further reheats the saturated steam with main steam from the high‑temperature gas‑cooled reactor, so as to realize complementary advantages of the two reactor types. It serves as a nuclear power plant that also takes power supply into consideration.On January 16, 2026, concrete pouring started for the nuclear island of Unit 1, marking the commencement of main‑works construction. It became China’s first nuclear power unit to start construction in that year.Adopting Hualong‑One nuclear power technology, the unit features a rated electric power output of 1,222 MW and a design operating life of 60 years.
According to the announcement released by China Nuclear Engineering & Construction Corporation in May 2026, the expected gross profit margin of this project stands at approximately 12%, showing sound economic benefits.Jiangsu Xuwei Nuclear Heating Plant supplies industrial steam to the Petrochemical Industrial Base in Lianyungang Xuwei New Area to meet enterprises’ steam demand. Spare thermal energy is utilized for power generation to ease local power shortage.
Phase‑I plans to construct two Hualong‑One pressurized‑water reactor units and one high‑temperature gas‑cooled reactor unit, together with supporting steam heat‑exchange stations.The direct and indirect construction investment for environmental protection totals approximately RMB 1.748 billion, accounting for about 2.46% of the total planned project investment.Annually, Phase‑I of Jiangsu Xuwei Nuclear Heating Plant can save 7.641 million tons of standard coal and reduce CO₂ emissions by around 20.63 million tons.
Mechanically‑connected pipe piles supplied by Pinsheng Building Materials, including models PHC‑500‑130AB, PHC‑500‑100AB and PHC‑500‑120AB, are adopted for this project, with pile lengths ranging from 9 meters to 16 meters.
